1. 中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）有限公司（以下稱為“招標(biāo)人”）委托，就南海勝利號(hào)FPSO系泊錨腿整體更換項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of NanHai ShengLi FPSO mooring Leg Replacement by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

Requirement for Bidder's sales reference:
投標(biāo)人應(yīng)同時(shí)滿足以下3個(gè)要求：The bidder shall meet the following 3 requirements at the same time:
1）投標(biāo)人至少有一項(xiàng)2007年1月1日前應(yīng)用于FPSO或FPS系泊系統(tǒng)的系泊鋼纜銷售業(yè)績(jī);
Before Jan 1st,2007, the Bidder shall have sales references of at least 1 sets spiral strand mooring wire which have been used in FPSO or FPS permanent mooring system.
2）投標(biāo)人至少有一項(xiàng)2014年1月1日之后應(yīng)用于FPSO或FPS系泊系統(tǒng)的系泊鋼纜銷售業(yè)績(jī);
After Jan 1st,2014, the Bidder shall have sales references of at least 1 set spiral strand mooring wire which have been used in in FPSO or FPS permanent mooring system.
3）投標(biāo)人至少有一項(xiàng)直徑超過100毫米的螺旋型系泊鋼纜的銷售業(yè)績(jī).
The bidder shall have sales references of at least 1 set spiral strand mooring wire with diameter more than 100mm.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱、直徑、使用于FPSO或FPS系泊系統(tǒng)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證合同簽署時(shí)間、貨物名稱、直徑、使用于FPSO或FPS系泊系統(tǒng)，均視為無效業(yè)績(jī)。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Diameter, using of FPSO or FPS permanent mooring system. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Diameter, using of FPSO or FPS permanent mooring system., the relevant reference will be deemed unvalid.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2017年11月08日開始至2017年11月15日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov 8th, 2017 to Nov 15th, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2017年11月29日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nov.29th, 2017. Any bid beyond the required time and date shall be subject for rejection.
