1. 中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份有限公司（以下稱(chēng)為“招標(biāo)人”）委托，就“海洋石油201”船能力提升項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of “HYSY 201”Vessel Ability Upgrade Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qulification of Bidder
A．投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
B．投標(biāo)人通過(guò)ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書(shū)；
The bidder of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

A. 承諾在交貨時(shí)提供出廠試驗(yàn)證書(shū)（FAT證書(shū)）、ABS證書(shū)。

Requirement for Bidder's reference:
2017年1月1日前具有應(yīng)用于海洋環(huán)境項(xiàng)目（海洋環(huán)境指海上平臺(tái)或者海船），不少于2臺(tái)（套）300T及以上A&R絞車(chē)并聯(lián)使用成功運(yùn)行業(yè)績(jī)，和不少于2臺(tái)（套）300T及以上海管卡具（32寸及以上）成功運(yùn)行業(yè)績(jī)。
Before January 1st, 2017, the Bidder shall have successfully operated references of at least two and minimum 300T A&R winch work tegether, and have the successful experience of use the A&R winch work together, and have at least 2 sets minimum 300T pipe clamp（minimum 32”）successful use experience.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件），和用戶蓋章（國(guó)外用戶無(wú)公司印章的情況需由法人代表）的證明文件。
投標(biāo)人所提交的合同必須至少體現(xiàn)以下內(nèi)容：貨物名稱(chēng)、供貨數(shù)量、使用環(huán)境、A&R絞車(chē)及并聯(lián)絞車(chē)的額定張力，海管卡具安全工作負(fù)荷及最大適應(yīng)管徑。用戶蓋章的證明文件必須至少體現(xiàn)已使用時(shí)間。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證貨物名稱(chēng)、供貨數(shù)量、使用環(huán)境、A&R絞車(chē)及并聯(lián)絞車(chē)的額定張力，海管卡具安全工作負(fù)荷及最大適應(yīng)管徑、已使用時(shí)間，均視為無(wú)效業(yè)績(jī)。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents （The customer outside China shall provide the siganature of the legal representative if the supplier do not have an stamp）sealed by Enduser.
The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, rated tension for A&R winch and combined winch, and safe working load, maximum pipe diameter fit for the clamp. Evidentiary documents sealed by Enduser shall at least demonstrate the operation time.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, rated tension for A&R winch and combined winch, and safe working load, maximum pipe diameter fit for the clamp, operation time, the relevant reference will be deemed unvalid.
3. 有意向的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2017年11月17日開(kāi)始至2017年11月27日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov. 17, 2017 to Nov. 27, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2017年12月11日上午10:00（北京時(shí)間）前遞交至天津市濱海新區(qū)天津港保稅區(qū)海濱十五路199號(hào)海工大廈3樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 3rd floor meeting room, COOEC Tower, No.199, Haibin 15th Road, Tianjin Port Free Trade Zone, 300461, P.R.C at or before10:00 am (Beijing Time) on Dec. 11, 2017. Any bid beyond the required time and date shall be subject for rejection.
