1. 中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標(biāo)人”）委托，就流花16-2油田/流花20-2油田聯(lián)合開發(fā)項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LiuHua16-2 Oilfield/LiuHua20-2 Oilfield Joint Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

A．制造商通過ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

成功運行業(yè)績：
2015年11月30日前具有不少于2臺（套）應(yīng)用于海洋環(huán)境項目（海洋石油平臺或可移動式海洋設(shè)施），且均滿足規(guī)格容量≥1500kwe@50HZ技術(shù)要求的整撬應(yīng)急發(fā)電機組成功運行業(yè)績。
投標(biāo)人為本項目選配的柴油機和其驅(qū)動的發(fā)電機應(yīng)為制造廠家的成熟產(chǎn)品，買方不接受新試制的產(chǎn)品，投標(biāo)人為本次流花項目投標(biāo)選配的發(fā)電機(容量≥1500kwe@50HZ) 和選配的作為應(yīng)急發(fā)電機組驅(qū)動設(shè)備的柴油機均應(yīng)各自至少有2個項目在可移動式海洋設(shè)施上成功運行2年的業(yè)績；
Before November 30, 2015, the Bidder shall have at least 2 sets successfully operated references of Emergency Diesel Engine Generator Set in Offshore Oil Platform or Mobile Offshore Unit which all meet the technical requirements of capacity≥1500kwe@50HZ.
The Diesel Engine and Generator that seleced by Bidder for LiuHua project shall be manufacturer standard products, the products which is newly trial-manufacture is inacceptable. Both Diesel Engine (drive equipment of Diesel Engine Generator Sets) and Generator (capacity≥1500kwe@50HZ) shall have separately at least two proven track records operating successfully in Mobile Offshore Unit for two years;
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件），和用戶蓋章的證明文件
投標(biāo)人所提交的合同必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境、規(guī)格容量≥1500kwe@50HZ技術(shù)要求。用戶蓋章的證明文件必須至少體現(xiàn)已成功運行時間。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證貨物名稱、供貨數(shù)量、使用環(huán)境、規(guī)格容量≥1500kwe@50HZ技術(shù)要求、成功運行時間，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents sealed by Enduser. The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical requirements of capacity（≥1500kwe@50HZ）. Evidentiary documents sealed by Enduser shall at least demonstrate the successful operation time.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, technical requirements of capacity（≥1500kwe@50HZ）, successful operation time, the relevant reference will be deemed unvalid.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2017年12月15日開始至2017年12月22日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Dec.15,2017 to Dec.22,2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時間和地點：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2018年1月8日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on Jan.8,2018. Any bid beyond the required time and date shall be subject for rejection.
