1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就流花16-2油田群開發(fā)項目所需部分貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LiuHua16-2 Oilfield Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Specification: Engine Driven Fire Pump(HULL-X-6001A/B/C) on FPSO 3sets, design life 25+years Fire pump unit.

(1) Capacity：1150m3/h (available for fire fighting, the cooling water for engine is not included, under ambient temperature from +15.9 °C to +45 °C)。
(2) Discharge pressure：1.3MPa ( pump outlet)
(3) medium：sea water (S.G. 1.025t/m3)
(4) Driver：diesel engine, long shaft
l Diesel engine：
4 cycle single acting trunk piston water-cooled turbo-charged marine diesel engine
Output power：according to requirement of CLASS rules and NFPA20
Nominal speed：1500rpm or 1800 rpm
Fuel oil：marine diesel oil (Chinese 0# or -10#)
Cooling method：seawater cooling (from pump discharge)
Material：according to CLASS rules, NFPA20, requirement of REQ
交貨期Delivery Schedule:
境內(nèi)貨物：合同簽訂后10個月內(nèi)交貨至指定交貨地點；
Goods From within PRC: 10 months after contract award based on DDP designated Destination of delivery.
境外貨物：合同簽訂后9.5個月內(nèi)以DAP指定交貨地點方式交貨。
Goods From outside PRC: 9.5 months after contract award based on DAP designated Destination of delivery.

境內(nèi)：青島/上海/大連建造場地
Cisborder: Qingdao/Shanghai/Dalian Construction Yard.
境外：青島/上海/大連港

2. 對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A．制造商通過ISO9001質(zhì)量體系認證，并提供有效的質(zhì)量體系認證證書；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．投標人應為所投貨物的制造商。本次招標不接受代理商投標。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
（2）資質(zhì)要求及證明文件
Requirements of Certificate of Bidder
A. 投標人經(jīng) UL或FM認證的可覆蓋泵排量1150m3/h產(chǎn)品型式認證證書, 請在投標時提供UL或FM認證證書復印件；
Bidder’s pump products type test that cover pump discharge volume 1150m3/h approved by UL or FM, copy of certificates shall be provided in tenderer’s proposal.
?。?）業(yè)績要求：
Requirement for Bidder's reference:
投標人的成撬工廠提供的柴油消防泵應具有不少于2臺（套）應用于FPSO或MOU海上設施，均滿足泵排量不小于1150m3/h的技術要求,成功運行時間不晚于2015年12月31日的業(yè)績，不接受新研發(fā)制造的產(chǎn)品。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和用戶或第三方船級社簽署的成功運行證明文件；或2) 用戶或第三方船級社簽署的成功運行證明文件。
投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境（應用于FPSO或MOU海上設施）、泵排量不小于1150m3/h的技術要求。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證貨物名稱、供貨數(shù)量、使用環(huán)境（應用于FPSO或MOU海上設施）、泵排量不小于1150m3/h的技術要求、成功運行時間，均視為無效業(yè)績。
The bidder‘s manufactory shall have at least 2 sets successfully operated no later than December 31th, 2015 references of Diesel Engine Driven Fire Pump for FPSO or MOU offshore facilities, which all meet the technical requirements of minimum pump capacity 1150m3/h, prototype equipment shall not be acceptable.
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : 1) copies of sales contract(including technical appendix); and a certificate notice signed by End user or a third party classification society to verify its authenticity ; or 2) A certificate notice signed by End user or a third party classification society to verify its authenticity .
The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance(FPSO or MOU offshore facilities), technical requirements of minimum pump capacity 1150m3/h.
If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance(FPSO or MOU offshore facilities), technical requirements of minimum pump capacity 1150m3/h, successful operation time, the relevant reference will be deemed invalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年1月26日開始至2018年2月2日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Jan.26th, 2018 to Feb.2nd, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2018年2月27日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Feb 27th, 2018. Any bid beyond the required time and date shall be subject for rejection.
